Help Unchain Dogs in Washington State,
and Put an End to Cruelty

 

The bill to establish humane limits and conditions for dog tethering, HB 1755, is scheduled for a hearing this Thursday January 19 at 10 A.M. before the House Judiciary Committee. 

We urgently encourage you to support this bill's passage by contacting your representative in support of HB 1755.

Email Tara Weaver, tara.weaver@leg.wa.gov and ask her to forward your written testimony to House Judiciary Committee members no later than 7 P.M. on Wednesday January 18.

Please forward my supporting testimony to the House Judiciary Committee members regarding HB 1755.

Dear Honorable Committee Members,

I respectfully ask that you support HB 1755, the bill to establish humane limits and conditions for dog tethering. This bill is important to people and animals in our community.

    • This bill makes pressing charges mandatory rather than discretionary if a pet owner is found to have committed a violation under the act.  This is a huge step forward in holding accountable those who perpetrate abusive and/or negligent acts against animals.
    • HB 1755 protects animals from gross neglect and abuse by adding several key items to the list of violations, including:
      • Restraining or tying a dog outside during a severe weather advisory (rather than a declared weather advisory).
      • Restricting the dog’s range of motion to less than three times the dog’s length.
      • Restraining the dog in such a way that the dog has to stand, sit, or lie down in its own excrement or urine, or in a manner that causes the dog pain.
    • This bill allows animal control to revoke any exemptions if the conditions for the exemption no longer exist or a well-founded complaint is placed alleging neglect, nuisance or safety threat.
