Special Alert -- Appropriations Bills Updates --- July 16, 2003

Update on Federal Appropriations Bills:

On Monday (7/14), the U.S. House of Representatives voted on the Agriculture Appropriations bill, with mixed results. The Blumenauer-Tancredo Animal Fighting Amendment (www.hsus.org/ace/19341) passed decisively, but the Ackerman-LaTourette Downed Animal Protection Amendment was just barely defeated, by three votes. Click http://clerkweb.house.gov/cgi-bin/vote.exe?year=2003&rollnumber=355 to see how your Rep voted on the Animal Fighting Amendment, and click http://clerkweb.house.gov/cgi-bin/vote.exe?year=2003&rollnumber=357 to see how your Rep voted on the Downed Animal Protection Amendment.

On Tuesday (7/15), the Senate Agriculture Appropriations Subcommittee approved the same funding -- $800,000 for enforcement of the federal animal fighting law -- that the House approved in the Blumenauer-Tancredo amendment, setting the stage for final agreement later in the year.

Next up: YOUR CALLS ARE URGENTLY NEEDED on the Interior Appropriations Bill (http://thomas.loc.gov/cgi-bin/bdquery/z?d108:HR02691:@@@L&summ2=m&), which will be debated by the House on Wednesday (7/16) and Thursday (7/17). Two important wildlife-protection amendments--one to stop bear baiting on federal lands and one to prevent the National Park Service from slaughtering Yellowstone Park bison---will be offered to this bill, and they need your support now!

Please make a call this week to your U.S Representative's office (reach him or her through the Capitol switchboard: 202-224-3121), and ask him or her to support the Gallegly-Moran 'Dont Feed the Bears' Amendment and the Rahall Bison Protection Amendment to the Interior Appropriations bill.

If you do not know the name of your U.S. Representative, you can quickly look him or her up online at www.Congress.org or call The HSUS at 202-955-3668.

Your call can be simple and concise. Simply tell the person answering the phone that you are a constituent from (your town), and that you would like to urge your Representative to vote in favor of the Gallegly-Moran Don't Feed the Bears Amendment (to halt the unsporting and reckless practice of bear baiting on federal lands) and the Rahall Bison Protection Amendment (to stop the use of taxpayer funds to slaughter Yellowstone bison) to the Interior Appropriations bill.

--------------------------------------------------------------------------------

More details on these wildlife protection measures follow:

The Gallegly-Moran "Dont Feed the Bears" Amendment would prohibit the use of federal funds for administering bear baiting on federal lands. This amendment is similar to H.R. 1472 (http://www.hsus.org/ace/19329), the free-standing bill to ban bear baiting on federal lands. The Interior Appropriations bill presents a chance to have this issue considered and voted upon by the full House.

The Rahall Bison Protection Amendment would stop the National Park Service (NPS) and the Forest Service from using any money to kill, or assist in the killing of, Yellowstone bison. Montana cattle ranchers have led a taxpayer-subsidized war against the bison, claiming fears that brucellosis could spread from bison to cattle, despite the fact that there has never been a case of this disease spreading from wild bison to cattle. As a result, the NPS slaughtered 231 bison this spring alone (including 54 ten-month-old calves), and the slaughter will continue without immediate, federal intervention.
